Most portals place their content above other websites' content

This is against the user's interests and is like asking them to pay for search results. Portal site search engines do not necessarily provide the best search results. They are simply presenting their own results (content owned by the portal site). Google is distancing itself from this concept. We want users to leave Google and head to the right place as soon as possible. The business model is very different from the portalization strategy. The advantage for Google is clear. Why is Google favoring itself? Maybe it's because YouTube is a better experience than watching on Apple. Personally, I think that's the case. But it may be because Google understands that it's to their advantage to display YouTube content more prominently.
